Bill Criswell

Managing Member

Bill started in the construction industry as a plumber but transitioned to general contracting in 1975. In 1990, he redirected his focus to international relief and development, and founded Impact Teams International, a 501c3 non-profit. ITI provided humanitarian aid to nations such as Honduras, Iraq, Bosnia, Mauritania, Sudan, and many others, addressing essential needs such as shelter, food, and healthcare. In 2007, Bill joined forces with Ben and the two have worked diligently to build Eagle Development Group into a business focused on building relationships on a foundation of integrity, honesty, and quality.

Jenna Criswell

Project coordinator

With a Business Administration degree from University of Montana and over twenty years of customer service experience, Jenna assists clients throughout the build process. Her personal mission is to ensure that every client feels their vision has been fully realized throughout the design and she has an eye for details. Through clear communication and interpersonal skills, she quickly builds relationships to make the process streamlined for each client. She has been on Whidbey since 2017 and loves raising family in the slower, friendly and island way.

Jared Russell

Vice President of Operations

With over 30 years of experience in the construction industry, Jared brings a wealth of knowledge, skill, and dedication to every project. His journey began right out of high school as a laborer on a framing crew. Over the years, he has honed his expertise and expanded into various roles, including framer, roofer, custom cabinetmaker, glazier, and residential contractor.

Driven by his passion for learning, Jared taught himself how to apply his construction and engineering knowledge through the use of CAD software. This dedication to continuous learning led him to become an architectural draftsman for a local firm before transitioning into a freelance residential designer.

Since joining Eagle’s full-time team in 2015, Jared’s role as Pre-Construction Operations Manager allows him to oversee and streamline the Pre-Construction phase of our projects, ensuring seamless planning, accurate designs, and strong collaboration with clients and partners. Because of Jared's extensive hands-on experience and his deep understanding of the construction process, our clients trust his expertise, attention to detail, and commitment to excellence, knowing their projects are in capable hands with the Eagle team.

Sarah Russell

Controller

Sarah serves as an integral part of the office administration team at Eagle Building
Company. An alumna of Colorado State University and a Certified Payroll
Specialist with the American Payroll Association, Sarah brings a strong
background in accounts payable, payroll, and office management. Sarah ensures accurate and timely payroll processing, oversees accounts payable, and manages key administrative tasks, including purchasing finish materials for various projects. Prior to joining the Eagle family in 2019, Sarah gained valuable experience in office operations while working in the challenging administrative conditions of the healthcare field. Dedicated to contributing behind the scenes, Sarah values being part of a collaborative team and takes pride in supporting the company's success.

Brian Durham

Landscape Manager

Brian Durham is a familiar face to most Whidbey Island residents, as he has lived and worked in the community for 18 years as an expert in plants and landscaping. He has an exceptional knowledge of Pacific Northwest plants, trees, and shrubs which he enjoys sharing with his clients. His favorite part of his job is working to integrate people with the land around them. From pruning to installation, soil rehabilitation to a complete transformation, Brian has the knowledge and expertise to get it done right. When not out shaping the landscape, Brian can be found recreating in the forest and sea around Whidbey Island.

Rocky Skaggs

Finish Division Manager

Rocky is a professional finish carpenter and Whidbey Island native known for precision, quality, and refined execution. His work is shaped by experience across multiple careers and locations, providing a broad perspective and an adaptable, disciplined approach to his trade.

He specializes in finish carpentry and cabinetry installation, including interior trim, doors, and detailed architectural finishes, and he approaches each project with professionalism and meticulous attention to detail.

Rooted in the Whidbey Island community, Rocky has been with Eagle Building Company since 2018 and values being part of an organization committed to craftsmanship, integrity, and high standards. Outside of work, he enjoys camping, hiking, fishing, and spending time with his family.
